International Exchanges for Queen's Law Students

Introduction

7.jpgQueen's Law students can study for a term at another university with which the Faculty has an exchange agreement and gain full academic credit towards their J.D.  Students pay tuition at the domestic rate to Queen's University for the term they spend abroad.

The application deadline for 2012-13 exchanges is Friday, January 13, 2012.

Exchange places are limited.  Applicants must submit the required documentation including a resume, a letter of reference, and a personal statement.

Exchanges are allocated based on selection criteria including:

  • Academic standing
  • The academic appropriateness of the exchange
  • Evidence of good character and the ability to represent Queen's Law
  • Personal / family reasons for the exchange, language facility, etc.

Queen's students on exchange must take a full course load at the host university.  Fifteen upper-year course credits are transferred to the student's J.D. degree upon production of an official transcript from the host university demonstrating that the courses have been successfully completed. Regardless of the course load taken, students may not transfer more than 15 credits.

A student interested in an exchange must assess the sessional dates at the host university to determine whether there are any possible conflicts with employment applications, interviews or the start date of summer/articling positions.  The Career Services office can help.

Students going on exchange must attend a Pre-Departure session organized by the Queen's University International Centre, register for the Emergency Support Program and complete the University's Off-Campus Activity Safety Procedures,

The student's course selection must be approved before departure by Jane Emrich, Assistant Dean of Students.

Students selected to go on exchange will automatically be considered for a Global Law Scholarship, awarded on the basis of academic excellence and demonstrated interest or experience in international study.  Students can also apply to Student Awards for an Exchange Study Bursary, based on financial need.

University Wide-Exchanges

Queen's University also has several university-wide exchanges in which Law students can occasionally participate.

Law students may apply to participate in the following university-wide exchanges, although places may not be available for law students every year:

  1. The University of the West Indies at Cave Hill in Barbados
  2. University of Otago, New Zealand
  3. Kyushu University, Japan (LL.M. program in English) - term dates are November to February and March to July
  4. Fudan University, for students fluent in Chinese

Information about these exchanges can be found at the Queen's University International site.  If you are interested in applying for one of these programs, you should let Nancy Somers know as soon as possible, as we are more likely to obtain a place from the university if we know that we have at least one student interested in the opportunity.  We will advise students by early December of each year whether Law has been allocated any of these exchange places, and the option(s) will be included on the online application form.

Ontario Universities International Programs

Several programs, referred to collectively as the Ontario Universities International (OUI) Programs, are administered at Queen's through the International Programs Office.  In some cases financial assistance may be available from the provincial government.  Such stipends are administered by the OUI office.

These programs include:

  1. The Ontario-Maharashtra-Goa Consortium Student Exchange Program, which includes opportunities for students to study at the ILS Law College in Pune, India.  This is one of the top-ranked Indian law schools.  Note that while the terms run from June to October and November to April, it may be possible to arrive for the fall term in early August.  All courses are taught in English.
  2. The Ontario/Baden-Württemburg Student Exchange Program, for students fluent in German.
  3. The Ontario/Rhône-Alpes Student Exchange Program, for students fluent in French.

See http://www.queensu.ca/international/students/outgoing/academic/multifacultyexchange/ for details and the application form.

If you are interested in applying for one of these programs, you should advise Nancy Somers by December 15 of the year prior to your exchange, and submit your application to Nancy one week prior to the January deadline for Law-specific exchanges.  Applications for these exchanges must be coordinated through the Law Faculty, ranked, and submitted to the International Programs Office.

Letter of Permission for International Study at a University without an Exchange Agreement

In some circumstances, a student may arrange to spend a term at a university with which Queen's does not have an official exchange agreement.

The student must apply individually to the university of interest, and also apply to the Academic Standing and Policies Committee at Queen's Law for a Letter of Permission.  If the student is accepted by the host university and granted one of the limited number of Letters of Permission, the student pays tuition to the host university at the host university's international student rate.

A student on a Letter of Permission is not eligible for any Queen's or Law Faculty bursaries, including exchange bursaries.

Further information about Letters of Permission.

When to Go On Exchange?

Students can go on exchange any term in second or third year.  Priority will be given to third-year students, but sometimes a place is available for a student in second year.

Factors in choosing the term to be away may include:

  • The host university's sessional dates.

  • Possible conflicts with career services events and recruitment deadlines, licensing procedures, call to the Bar, convocation, etc.

  • Students' individual preferences (social or family reasons, climate, transcript concerns, etc.)

Note that since many students choose to be away in the fall term, and many of our exchange partners will only allow us to send half the annual allocation of students in each term, your chance of being selected to go to the exchange partner of your choice may be greater if you can elect to go on exchange in the winter term.

However, do note that some exchanges in the winter term of third year may end so late that exams may not be over and/or results will not be available in time for the student to convocate with the third-year class.  Students should also check for conflicts with the relevant provincial licensing examination dates.

If you are considering an exchange in the winter term of third year, you should check the exact term dates carefully on the host university's webpage, and consult with the Assistant Dean of Students to determine whether your completion of the degree requirements will be able to be established in time for convocation.  (If you do decide to go on exchange in the winter term and you cannot arrange to convocate in June, you can, of course, convocate at a later date, and in the meantime the Faculty can provide you with documentation once you have completed all the degree requirements.)  You should also consult with the Career Services Office about possible conflicts/complications with the Law Society's licensing procedures.

How to Choose an Exchange Destination?

    • Consult the student exchange advisor list, available from Assistant Dean Gillian Ready
    • Review the web pages of each destination of interest to you
    • Review the information by country (and in some cases university) on the Arts and Science exchange information page at http://www.queensu.ca/ipo/exchange/partners.html.  You will find estimated living costs, via requirements, etc.

    Financial Assistance

Students selected to go on exchange will automatically be considered for a Global Law Scholarship, awarded on the basis of academic excellence and demonstrated interest or experience in international study.  Students can also apply to Student Awards for an Exchange Study Bursary, based on financial need.

Students can also apply to Student Awards for an Exchange Study Bursary, based on financial need.

Students who apply for a bursary at the same time as an exchange should receive the results of both applications at about the same time.
